Статья посвящена исследованию ключевой роли чиновничества в процессах урбанизации и социокультурного развития губернских и областных центров Восточной Сибири во второй половине XIX века. В работе показана специфика урбанизации Восточной Сибири, так называемая «административная урбанизация». Чиновничество рассматривается как особая социальная группа, конструирующая социальную реальность сибирского города. На основе комплексного анализа архивных материалов, памятных книжек, статистических данных и научных работ авторы доказывают, что в условиях региона с доминирующей государственно-административной моделью урбанизации чиновничество формировалось не просто как управленческий аппарат, но как ведущая социальная группа-демиург. Исследование охватывает социокультурный, структурный, сравнительный анализ четырёх центров – Иркутска, Красноярска, Читы и Якутска, выявляя специфику их бюрократической структуры, количественные параметры чиновной корпорации и её влияние на формирование городской среды, общественной жизни и культурного ландшафта. Особое внимание уделяется факторам дифференциации (статус города, связь с Транссибом, исторический путь) и внутренней трансформации группы под влиянием модернизационных процессов конца века. Определяя региональную специфику, авторами подчеркиваются следующие факторы дифференциации исследуемых четырех центров Сибири: фактор административного статуса (губерния и область); транспортно-географический фактор; своеобразия исторического пути и функциональной нагрузки. Отмечается, что трансформация чиновнической корпорации приходится на конец XIX века. Это время стало для чиновничества Восточной Сибири периодом внутренней трансформации, в рамках которой произошел переход от замкнутого сословно-чиновного корпуса в сторону более открытого и дифференцированного слоя государственных служащих.
The article is devoted to examining the key role of the bureaucracy in the processes of urbanization and sociocultural development of the guberniya and oblast centers of Eastern Siberia in the second half of the 19th century. The study highlights the specificity of urbanization in Eastern Siberia, the so-called “administrative urbanization”. The bureaucracy is considered as a special social group that constructs the social reality of the Siberian city. On the basis of a comprehensive analysis of archival materials, memoranda books, statistical data and scientific works the authors argue that in a region where a state-administrative model of urbanization predominated, the bureaucracy was formed not merely as an administrative apparatus but as a leading demiurgic social group. The research encompasses a socio-cultural, structural, and comparative analysis of four centers - Irkutsk, Krasnoyarsk, Chita, and Yakutsk - revealing the specific features of their bureaucratic structure, the quantitative parameters of the bureaucratic corps, and its influence on the formation of the urban environment, public life, and cultural landscape. Special attention is paid to the factors of differentiation (the city’s status, its connection with the Trans-Siberian Railway, and its historical trajectory) and to the internal transformation of the group under the influence of modernization processes at the end of the century. In defining the regional specificity, the authors emphasize the following differentiating factors for the four Siberian centers under study: the factor of administrative status (guberniya versus oblast); the transport-geographical factor; and the particularities of historical development and functional roles. It is noted that the transformation of the bureaucratic corporation falls at the end of the 19th century. This period became a time of internal transformation for the bureaucracy of Eastern Siberia, during which it evolved from a closed estate-bureaucratic corps towards a more open and differentiated stratum of civil servants.
